The reason why the U.S. has not seen a second civil war is because there is a computer (You heard of the Watchmen) that is using the concerns of Alexander Hamilton as a filter in a security, balance and checks program that ensures an appropriate separation of powers between the three separate branches of governments; the legislative, executive and judiciary.   The filter was based on the following quote: If it be asked, What is the most sacred duty and the greatest source of our security in a Republic? The answer would be, An inviolable respect for the Constitution and Laws — the first growing out of the last... A sacred respect for the constitutional law is the vital principle, the sustaining energy of a free government. When this principle is not followed, you will know quietly as  FDR  has taken over the country to preserve the integrity of the union.   The last time the variable was deployed was in 1992 when rats were running around the White House; days before the November election as Vincent Foster was killed two days before the election night although he was listed as Special Counsel  for the new administration after his death as the only way to apparently cover his untimely demise.
