There has to be an industry that makes more money than the sale of weapons. It is the sale of passenger jets.  If you encourage international travel and tourism by reducing the average cost of travel in accordance with an actuarial variable, balancing the cost of inflation with target profit, then you are guaranteed a certain profit margin on the sale of more passenger jets and the sale of more hotel rooms.    You might make more money on the sale and  use of a jet than on a battle tank that is sitting in a field somewhere doing nothing.
