In urban renewal projects in countries south of Minnesota, they noticed that roads have more pot holes where there are houses and more people. It(the same road) has fewer pot holes in areas with fewer houses and less people. This is so where the amount of vehicle traffic remains constant in both areas. What is causing the pot holes when the road is actually the same road with the same flow of traffic? It could be a filling discovery!
