Codes for the protection of property.

Codes for the protection of property developed after many years of experience and deliberation to provide a minimum protection for any citizen and their  property. These codes were developed in older and certainly wealthy societies. They reflect traditional legal codes such as the ten commandments; the ten commandments of communal and commodious living.     In spite of the numbers of wealthy people per capita in any society, they need such codes. People become economic migrants when such codes to protect property are circumvented and dishonored in the pursuit of an ulterior system of inequalities and uncertainty.    It makes life and the whole entire system uncertain for everyone. If it is only a system of bullies and association for a right to safe ownership, then there will always be a bigger bully.  This is not the America you know.  Are you Irish on both sides where your grandparents demanded that your father finish high school and join the police? But, your father notices something difference after the 60's.  The cop recruits had no education and  they treated the work as if they were in a war zone, playing "them and us" while watching war movies all day.  The grade 8 should be entitled to a GED after fours of experience and a degree with 8 years experience from the Police College.  He can frame it and put it on the wall; a BA( EXP). "Exp" stands for experience.  Just write the test that says you understand actus and mens rea for simple assault. These elements are in the American system as well.  Who owns the computer company that could tap into the property register or the dmv and change ownership or delete wire transfers before they are credited to the account?  Who will ensure safety for the widower's account? Will it be the grade 8 educated police officer who is afraid of a Black high school educated officer being more qualified for promotion and acts accordingly in his personal, private and professional life who has no idea how fortunate he is and how to express thankfulness?  You are qualified for promotion based on the years of experience.  Every organisation needs a diverse skill set but are you hoping to ensure your career ascension by killing off all the Grade 8 educated officers who joined at 12 like you and who read the police operations manual and the local news religiously since they are starting to feel too authoritative? You act is if you feel distanced by them or as if they are abandoning you.
