The fifth element of building a university in the middle of a desert.

The people will come and so will the investment from public and private funding so why not use the fifth element to take EU funding spent in more willing nations such as Ireland and Scotland to fund an EU citizen in an emerging economy like Romania that has many willing hands and bodies to build shoes, belt buckles and car parts and large appliances. They do not need to be economic migrants With the fifth element, the money will come if you drop a manufacturing valley into Romania that will necessitate other infrastructure spending for such workers and so will a cost savings on certain imports since you are building and assembling in the zone.    For instance, Kings College could set up an administration and Admissions Centre in Romania that could ensure the efficiency of its application process with humble and dedicated graduates who speak English respectfully and impartially without any mind toward a misplacement in purpose. This issue of misplacement could never happen at King's College in any event.  The tax savings and efficiencies would be tremendous in the monies spent on EU refugees in the reduction of economic migrants with significant reinvestment in good and  existing infrastructures.   If there is any question of acuity, Romanians only drink on the weekends like Asian workers and are sober by Monday morning so that they can compete for global manufacturing clout and in the PRIDE.
