So "have and have not" in Academic Americanese finds etymological and emotional origins in the word "beg" and the incessant Carib cultural tendency to say it to people in public. Do you know them? You feel familiar to them. I really don't since you really couldn't if you watched the cartoon about getting the bill to Capitol Hill.  Apparently, Hitler used to do it.   He was considered rather rude and unusual with his garters in a twist so he could give a red faced fuhrer as he doubled his efforts.
